New Hampshire Office of Professional Licensure and Certification (OPLC) - Mechanical Safety and Licensing Board (the mechanical licensing board established by RSA 153:27-a) administers HVAC technician licensing in New Hampshire. Every figure below is verified against the board’s own official pages and dated. Who must personally hold a credential — the contractor, the business, or the individual worker — is set out under Requirements.
What it’s called
New Hampshire does not issue anything called an ‘HVAC licence,’ an ‘AC licence’ or a ‘mechanical contractor licence’ - searches for those map to the FUEL GAS FITTER licence issued to the individual technician by the Mechanical Safety and Licensing Board (statutorily the mechanical licensing board, RSA 153:27-a) inside the Office of Professional Licensure and Certification. ‘Fuel gas fitter’ is the umbrella term; the licence you actually hold names one of the endorsements - fuel gas service technician, fuel gas installation technician, fuel gas piping installer, hearth system installation and service technician, domestic appliance technician, or fuel gas trainee (RSA 153:27, III; RSA 153:29, II). Older references to a single broad ‘Gas Fitter’ licence are out of date: an undated OPLC licensee notice (posted under a December 17, 2024 filename) announced that the broad licence has been replaced by these specific types, with conversion beginning for licences expiring in 2026 and licence numbers unchanged. Two credentials are routinely confused with the state licence. The Oil Heating Technician certification under RSA 153:16-b is real and issued by the same board, but it is expressly VOLUNTARY - it is not required to install or service oil-fired heating equipment, though falsely claiming to hold it is an offence. EPA Section 608 refrigerant certification is a FEDERAL credential held by the individual technician; it is neither issued by New Hampshire nor a substitute for any New Hampshire licence. Finally, the company you work for needs its own ‘mechanical business entity’ licence (RSA 153:29-a) - that is a separate credential from your personal one, and holding one does not cover the other.

| Fuel Gas Piping Installer (gas piping only) | Held by the individual person. Defined as a person engaged in the installation of liquefied propane gas or natural gas piping, or a New Hampshire licensed plumber approved by the board through affidavit, experience, education or training in the use of NFPA 54, the national fuel gas code as adopted in the state fire code (RSA 153:27, VI). | Mechanical Business Entity Licence (the separate licence the company itself must hold) | 'All business entities, corporations, partnerships, limited liability companies, sole proprietors, and limited liability partnerships performing fuel gas fitting or plumbing in NH shall be licensed' and must be registered with the New Hampshire Secretary of State (or, if a foreign entity, registered as a foreign business entity doing business in New Hampshire) (Mec 302.05). | Oil Heating Technician - VOLUNTARY certification (RSA 153:16-b) - not required to work | The mechanical licensing board 'shall establish a voluntary certification program' for (a) individuals involved in the installation of residential and non-residential heating equipment systems, water heating systems, or appliances using heating oil, and (b) individuals involved in the servicing and repair of heating equipment, water heating systems, or appliances using heating oil (RSA 153:16-b, I). Minimum education and training standards are set by board rule with the approval of the OPLC executive director (RSA 153:16-b, II). Because the program is voluntary, oil-fired heating work does not by itself require a New Hampshire licence - but falsely claiming to be certified under this section through advertising, signage or verbal representation is a violation if a natural person, and a misdemeanour if any other person (RSA 153:16-b, IV). Who does NOT need this license — exemptions
New Hampshire’s carve-outs from the fuel gas fitting and plumbing licence requirement live in RSA 153:36 (‘Exceptions’), and are elaborated - and in places narrowed - by rules Mec 303.02 through Mec 303.10: Mec 303.07(c) adds a ten-foot-radius limit the statute does not state, Mec 303.10(b) narrows the exemption to its stated purpose, and Mec 303.09(c) renders the RSA 153:36, VIII(c) property-owner carve-out without the statute’s ‘including new construction’ and says ‘incidental installations’ where the statute says ‘minor installations’. The single most important structural point for HVAC comes from the introductory language of RSA 153:36, VIII: the employee-and-owner exemptions in that paragraph apply ’to the following persons while performing plumbing work under the circumstances specifically described but shall apply to fuel gas fitting in the same circumstances unless otherwise exempted under this subdivision; provided, however, that plumbing installed or maintained by such persons under such circumstances shall conform to the state plumbing code.’ The board’s rule states the same trap plainly: ‘Persons performing fuel gas fitting in the same circumstances as described in (a) through (c) above shall not be eligible for the exemption provided in this section’ (Mec 303.09(e)). In other words, an in-house maintenance employee or a property owner may do plumbing work unlicensed - but not fuel gas fitting.
The exceptions, each quoted or summarised to the end of its own operative clause:
RSA 153:36, I (owner-occupied primary residence): ‘The license requirements of this subdivision shall not apply to anyone who performs fuel gas fitting within an existing single family, stand alone structure owned and occupied by the person who performs the fuel gas fitting work, and such structure is used as the individual’s primary residence. Notwithstanding any provision to the contrary, any person who is exempt under this paragraph shall perform fuel gas fitting work in accordance with applicable technical standards, and comply with any applicable code, application, and inspection requirements that may apply to the fuel gas fitting work performed.’ Note the four limits inside the exemption itself - existing, single family, stand alone, and the person’s own primary residence - plus the requirement to meet technical standards and permit and inspection requirements anyway.
RSA 153:36, II (public utilities): the licence requirements do not apply ’to persons performing tasks covered by federal and state regulation of public utilities pursuant to 49 C.F.R. part 192 and rules of the New Hampshire public utilities commission for gas service.’
RSA 153:36, III (vocational students): the licence requirements do not apply to plumbing or fuel gas fitting installations in residential buildings performed by students enrolled in a high school or approved postsecondary vocational plumbing or fuel gas fitting program, ‘provided such work is performed under the supervision of either a person holding a valid license for the trade that he or she is supervising or by a licensed plumber or fuel gas fitter who is a supervisor of students in cooperative education placements from such programs; and in those cases where the installation is in a new building being constructed as a part of the vocational program, that the installation will be inspected and approved by an individual or group of individuals chosen by the local school districts from persons nominated by the mechanical licensing board.’
RSA 153:36, IV (public drinking water systems): the licence requirements do not apply to employees of public drinking water systems and certified public water system operators performing plumbing tasks within their certifications, and ’this exception is specifically limited to the testing, maintenance, repair or replacement, and installation of the water meter, meter horn, and backflow prevention devices directly adjacent to and required as part of the protection of the drinking water distribution system.’
RSA 153:36, V (ASME welders): the licence requirements do not apply to a welder holding a current and valid ASME welding certification ‘who is supervised by a licensed fuel gas fitter or master plumber, for the sole purpose of joining pipe and pipe fittings, through the appropriate certified welding processes, to piping systems, under the direct supervision of the licensed fuel gas fitter or master plumber.’
RSA 153:36, VI (National Guard): the licence requirements do not apply to a member of the New Hampshire National Guard while in a unit training assembly status and enrolled in a plumbing program as part of their military training, and ‘such training shall only be provided under the supervision of an instructor who holds a current plumber’s license under this subdivision.’
RSA 153:36, VII - THE HVAC CARVE-OUT: ‘The plumbing license requirements of this subdivision shall not apply to any person or business entity that performs plumbing in connection with the installation of any heating, cooling, air conditioning or domestic water heating systems, whether solar, oil, gas, or electric, or the installation and servicing of water treatment systems or swimming pools. Any person or business entity that is exempt under this paragraph shall perform plumbing in accordance with applicable technical standards, and comply with any code, application, and inspection requirements that apply to the plumbing performed.’ Read the words carefully: it exempts the PLUMBING licence requirement only, not the fuel gas fitting licence requirement, so an HVAC installer connecting a gas furnace still needs the fuel gas fitter licence. And the board’s rule adds a distance limit the statute does not state - ‘The connection to the plumbing system shall be limited to a ten foot radius of the appliance to be installed’ (Mec 303.07(c)).
RSA 153:36, VIII (plumbing-only employee and owner carve-outs, subject to the fuel gas caveat quoted above): (a) ‘To regular employees of public utilities, as defined in RSA 362:2, when performing plumbing tasks within their training, experience, and, if applicable, certification.’ (b) ‘To a person, firm, corporation, or limited liability company who regularly employs a person whose duties include the incidental repair, installation, and maintenance of plumbing on the property of that person, firm, corporation, or limited liability company, when such employee is actually so engaged.’ (c) ‘To a property owner or the property owner’s agent who installs, repairs, or replaces plumbing in the property owner’s own single-family detached or townhouse residence, including new construction, or any property owner or property owner’s agent who makes minor installations, repairs, or replacements to the owner’s property.’
RSA 153:36, IX (licensed electricians): ‘Any person licensed under RSA 319-C may perform work governed by their license on a gas appliance, including the operation of the appliance service gas shut off valve.’ The board’s rule narrows this to its stated purpose: ‘This exemption is specifically limited to the operation of the appliance service gas shut off valve’ (Mec 303.10(b)).
Separate from the licence exceptions, the Commissioner of the Department of Safety is authorised, at his or her discretion, to waive the requirements of the subdivision for the purpose of restoring service during an emergency, as declared by the Commissioner (RSA 153:31). And note what none of these exceptions reach: EPA Section 608 refrigerant certification is a federal requirement under the Clean Air Act and 40 CFR part 82, subpart F, and no New Hampshire exemption affects it.
Fees
Fees are set in Plc 1002.25, Table 1002.25 (‘Application Processing and Licensing Fees for the Professions Regulated by the Mechanical Licensing Board’, rule effective July 1, 2025) and are published identically on the OPLC Mechanical Safety and Licensing Board fee page - the two sources agree line for line, which is worth knowing because OPLC’s rule carries an expiration date of July 1, 2035 and fees can be readopted before then. Each amount is charged the same for an initial application, a renewal and a reinstatement, and each licence runs 2 years. Fuel gas fitter service, equipment installation or piping licence: $198.00. Hearth system installation licence (listed on the board’s fee page as ‘Hearth Installer’): $198.00. Domestic appliance technician licence: $176.00. Fuel gas fitting trainee registration: $88.00. Mechanical business entity licence: $275.00. Plumber water treatment business: $275.00. On the plumbing side of the same board: apprentice plumber $88.00, journeyman plumber $198.00, master plumber $330.00. The RSA 153:16-b voluntary oil-heating certification is $50.00 - Plc 1002.25 lists $50.00 separately for the installing certification and for the servicing-and-repairing certification, while the board’s fee page shows a single ‘Oil Heating Technician Certification’ line at $50.00. Costs beyond the licence fee: the required formal education hours through a board-approved provider (60 to 140 hours depending on the endorsement, plus 30 hours of factory-authorised training for a domestic appliance technician), the examination fee paid to the testing provider (the Prov written plumbing examination is $90), and, for a business entity, liability insurance and a Secretary of State letter of good standing. Paper applications are paid by personal check, money order or cashier’s check, mailed with the application to OPLC at 7 Eagle Square, Concord, NH 03301; renewals are done online through OPLC’s portal.
Exam
The Mechanical Safety and Licensing Board, by an affirmative vote of at least 4 of its appointed members, establishes through rulemaking the nature of the examinations required for issuance of fuel gas fitter licences and plumbers licences; the scope of the examinations and the methods of procedure are prescribed by the board, and may include an outside organisation approved by the board (RSA 153:29, I). Two gates come before the examination for a fuel gas fitter: the applicant must have completed the minimum hours of the formal education program for each endorsement applied for (Mec 302.11(a)(1)), and the field-experience hours must be sworn to by affidavit and verified by the employer (Mec 302.11(a)(2)-(3)). OPLC publishes the examination routes separately by trade. For gas fitters, it lists the licensing examinations as offered through Advanced Trade School, Granite State Trade School, and NH Gasfitters Continuing Education Online. For plumbing, OPLC has contracted with Prov, Inc. to develop and administer the First Year Plumbing, Journeyman Plumber and Master Plumber examinations; per the Prov New Hampshire Mechanical (Plumbing) Candidate Information Bulletin dated June 23, 2025, the written examination fee is $90 and is the same whether testing for the first time or retaking, written examinations may be taken remotely or at a Prov testing centre, unofficial written results arrive by email within minutes and official results go to the state within three business days. OPLC cautions that ‘a passing grade on the exam does not guarantee candidate approval for a license’ - meeting every criterion in the laws and rules remains the applicant’s responsibility. For anyone seeking to renew a New Hampshire fuel gas fitting or plumbing licence 365 days or more past the expiration date, OPLC states an examination is offered through its educational providers in lieu of the 140-hour courses (fuel gas only), after which the candidate may re-apply.
Renewal & continuing education
Licences issued by OPLC are valid for 2 years from the date of issuance, except apprentices licensed for one year under rule; the licensing terms in RSA 310:8 supersede any conflicting terms in a statute administered by a board listed in RSA 310:2 (RSA 310:8, II). An initial individual mechanical licence is valid for 2 years (Mec 302.03) and an initial business entity licence is valid for 2 years (Mec 302.04); business entity licences ‘shall expire every 2 years in accordance with RSA 310:8’ (RSA 153:29-a, II). Renewal applications, the renewal fee and any supporting documents must be filed on or before the expiration date; a licence expires when they are not, and the holder of an expired licence is not authorised to practise until it is reinstated. An expired licence lapses one year from expiration, after which the holder can no longer renew or reinstate and must apply for a new licence (RSA 310:8, III; RSA 310:2, I(e)). OPLC must give licensees notice of the need to renew at least 2 months before expiration, but failure to receive that notice does not relieve the licensee of the obligation (RSA 310:8, IV). Renewals are submitted online through OPLC’s portal; reinstatements are filed on paper. NOTE - the board’s own rules give two different expiration anchors for BUSINESS entity licences, and both are stated here rather than resolved: Mec 402.02(a) provides that ‘all mechanical business entity licenses subject to renewal shall expire on the last day of the month in the month they were issued, 2 years from the date they were issued’, while Mec 406.01(a) provides that ‘pursuant to RSA 153:29-a, II, mechanical business entity licenses shall expire bi-annually on the last day of January.’ Confirm your own entity’s expiration date with OPLC. A licensee who is a member of a reserve component of the armed forces or the National Guard and is called to active duty may request that OPLC place the licence on inactive status (RSA 310:8, V). To be eligible for licence renewal, individual mechanical licensees must complete no fewer than 6 hours of continuing education FOR EACH plumbing or fuel gas fitting endorsement in every 2-year licensing cycle, given either by a board-approved seminar provider teaching a board-approved seminar, or through a comprehensive training session sanctioned by the board where the licensee is personally a board-approved seminar provider (Mec 404.01). OPLC states the same obligation in calendar terms on its education page: ‘For all Licensees (except Apprentice and Trainee Registration licenses) you will need to show proof of 3 hours of code update every year totaling 6 hours per 2 year renewal cycle.’ Each board-developed continuing education seminar must be no fewer than 3 contact hours in a classroom setting, devoted to the New Hampshire adopted codes and standards for the discipline being taught plus current licensing laws and rules, and based on the current adopted ICC code materials for the state plumbing code or the current adopted NFPA and ICC codes for fuel gas fitting and appliance installation (Mec 404.03(a)). No student receives credit for a repeated education seminar - each licensee must complete separate board-approved 3-hour training sessions within the 2-year cycle for each endorsement sought (Mec 404.03(f)). Students must display their licence and government-issued photo identification to the provider and bring the current code book for the course (Mec 404.03(c), (e)). Seminar providers must themselves have held a New Hampshire master plumbing or fuel gas service technician licence for at least 3 consecutive years, or a journeyman plumber or fuel gas fitting licence for 5 consecutive years, must be active and in good standing, must not be board members or persons performing inspections or licensing enforcement for the board, and must receive at least 3 hours of training each calendar year in which they teach (Mec 404.02). Renewal applicants submit proof of continuing education for courses taken within the licensing period (Mec 403.02(a); Mec 404), and fuel gas trainees and plumbing apprentices additionally submit proof of continued enrolment in their approved training program (Mec 403.02(b)-(c)); OPLC’s education page describes the trainee renewal as running on the enrolment proof.
