The implementing rule, Wis. Admin. Code SPS 305.70(1)(a), states that (except for the carve-outs below) 'no person, entity, or business may engage or offer to engage in installing or servicing heating, ventilating, or air conditioning equipment, unless the person, entity, or business holds a registration issued by the department as a registered HVAC contractor.' The mandatory credential is therefore a business REGISTRATION (HVAC Contractor), held by the contracting firm - not an individual technician license. A technician working for a registered HVAC Contractor does not need to hold an individual credential of their own.
The voluntary HVAC Qualifier certification and its benefit (local preemption): Separate from the mandatory registration, an individual may obtain an HVAC Qualifier certification by meeting the experience/education requirement and passing the DSPS exam (SPS 305.71). Its practical value is preemption of local rules: a person or entity that employs someone holding an HVAC Qualifier certification is 'deemed to be a certified HVAC business' and, under Wis. Stat. 101.178(3)(c), 'may not be required to obtain a local certification, license or other approval in order to engage in the business of installing or servicing heating, ventilating or air conditioning equipment' (SPS 305.71(1)(b)). At the statute level the certification program is described as VOLUNTARY (Wis. Stat. 101.178(3)(a) directs DSPS to promulgate rules 'for a voluntary program under which a person ... may obtain certification by passing an examination'); it is the registration in sub. (2), not the certification in sub. (3), that is mandatory.
Building permits before installation: For any HVAC equipment installation that requires a uniform building permit under s. SPS 320.08, a registered HVAC Contractor may not commence installation until a permit is issued for the installation (SPS 305.70(4)); the same permit condition applies to an HVAC Qualifier (SPS 305.71(6)). Chs. SPS 320 to 325 govern one- and 2-family dwellings and manufactured dwellings; the uniform building permit is issued by the municipality or, where the municipality does not administer the Uniform Dwelling Code, by a UDC inspection agency.
Local certification is limited by statute: A political subdivision (city, village, town or county) generally may not require a person to obtain local certification, licensure or other approval to engage in the HVAC business unless it required that approval before November 1, 1993 (Wis. Federal EPA Section 608 refrigerant certification (separate and additional): Wisconsin's own rule flags the federal requirement: 'Pursuant to federal regulations individuals who install or service HVAC equipment involving ozone-depleting refrigerants are required to hold a Type I, II, III, or Universal technician certification issued in accordance with section 608 of the federal Clean Air Act and title 40 CFR part 82, subpart F' (Note to SPS 305.70). EPA Section 608 is a FEDERAL credential held by the individual technician; it is neither issued by DSPS nor a substitute for the state HVAC Contractor registration or HVAC Qualifier certification.
Lead-based paint certification (pre-1978 buildings): DSPS notes that separate training and certification are required for professionals who conduct regulated lead-based-paint activities in pre-1978 housing and child-occupied facilities (abatement, testing/inspection/risk assessment, and most paint-disturbing renovation work). This can be triggered by cutting into painted surfaces to run ductwork or line sets in older buildings, and is separate from the HVAC credentials.

Who does NOT need this license — exemptions

Wisconsin’s mandatory credential is the HVAC Contractor REGISTRATION (Wis. Stat. 101.178(2); Wis. Admin. Code SPS 305.70) - the individual HVAC Qualifier certification is voluntary, so an exemption from the registration is an exemption from the only mandatory HVAC credential. The statute reaches only a person who ’engage[s] in the business of installing or servicing’ HVAC equipment; someone not in that business is outside the requirement to begin with. Wis. Admin. Code SPS 305.70(1)(b) then sets out three exceptions, each of which fully exempts the person, entity, or business from having to hold the HVAC Contractor registration: (1) OWN-FACILITY SERVICE - a person, entity, or business is not required to register to service EXISTING heating, ventilating, air conditioning, or refrigeration equipment within facilities or properties owned by that person, entity, or business (SPS 305.70(1)(b)1.); note this exception is limited to SERVICING existing equipment on one’s own property, not to new installation for others; (2) OWNER-OCCUPIED DWELLING - a person, entity, or business is not required to register to install or service heating, ventilating, air conditioning, or refrigeration equipment within a dwelling owned by that person, entity, or business and in which the person, entity, or business resides or will reside (SPS 305.70(1)(b)2.) - this is the homeowner-occupant exemption, and unlike exception (1) it covers installation as well as service, but only in the owner’s own dwelling of residence; and (3) ASSOCIATED ELECTRICAL OR PLUMBING WORK - a person, entity, or business is not required to hold the HVAC Contractor registration for electrical or plumbing work associated with the installation or servicing of the HVAC equipment or systems (SPS 305.70(1)(b)3.) - that work is instead governed by Wisconsin’s separate electrical and plumbing credentialing, not by the HVAC registration. Beyond these three rule exceptions, Wis. Stat. 101.178(3) preempts most LOCAL HVAC certification requirements: a political subdivision (city, village, town, or county) may not require local certification, licensure, or approval unless it required that approval before November 1, 1993 (101.178(3)(d)), and may never impose the state HVAC Qualifier certification as a local prerequisite except under the narrow April 23, 1994 grandfather in 101.178(3)(b); a holder of the state HVAC Qualifier certification cannot be required to obtain any local certification (101.178(3)(c)). Two federal/collateral requirements are NOT waived by any of these exemptions and remain in force: EPA Section 608 technician certification for work involving ozone-depleting refrigerants (Note to SPS 305.70; 40 CFR part 82, subpart F), and lead-safe certification for paint-disturbing work in pre-1978 buildings.

Published on the DSPS Trades Renewal Dates and Fees schedule (Rev. 1/4/2024): HVAC Contractor - $40.00 for a 4-year term (renewal date is the date of issuance), no continuing-education fee, $200.00 reinstatement. HVAC Qualifier - $100.00 for a 4-year term (renewal date is the date of issuance), no continuing-education fee, $200.00 reinstatement. These are the credential fees. Initial application processing fees and the Qualifier examination fee are set in Wis. Admin. Code s. SPS 305.02, Table 305.02, and are calculated and collected inside the LicensE portal (license.wi.gov) at the time of application - DSPS’s HVAC pages direct applicants to LicensE rather than publishing those figures as a separate static number, so they are not stated here to avoid presenting an unverified amount. Reinstatement more than one term after expiration adds a $200.00 administrative fee plus the application and credential fee (SPS 305.07(2)(c)). Exam

Only the HVAC Qualifier certification requires an examination (the HVAC Contractor registration does not). The Qualifier exam is administered under Wis. Admin. Code SPS 305.09 as a computer-based test at Pearson (Pearson VUE) testing centers in Eau Claire, Madison, Brookfield, Kenosha, Ashwaubenon, and Milwaukee, and at DSPS exam locations. It is OPEN BOOK, and the passing score is 70%. Only specified reference items may be brought into the exam (in a three-ring binder), including Wis. Admin. Code ch. SPS 320 (the Wisconsin Uniform Dwelling Code, governing one- and two-family dwellings; the commercial code is SPS 361-366) and the International Building Code; DSPS updated the code edition the exam covers effective October 1, 2025. Renewal & continuing education

Both credentials carry a 4-year term. Under the DSPS Trades Renewal Dates and Fees schedule the renewal date is the ‘Date of Issuance,’ so each credential expires four years from its issuance/last renewal (SPS 305.06). DSPS mails a renewal notice at least 30 days before expiration (SPS 305.07(1)(a)); renewals are filed in LicensE. A credential renewed more than one term after expiration may be reinstated by paying a $200.00 administrative fee plus the application and credential fee, and DSPS may require a demonstration of competence (SPS 305.07(2)(c)). None required. The DSPS Trades Renewal Dates and Fees schedule lists no continuing-education requirement for either the HVAC Contractor or the HVAC Qualifier credential (the ‘Late CE (if applicable)’ column reads ‘N/A’ for both, in contrast to trades such as Journeyman Electrician that show a late-CE fee), and neither SPS 305.70 (Contractor) nor SPS 305.71 (Qualifier) imposes a continuing-education condition on renewal.
