New York does not license plumbers at the state level.
New York State does not license plumbers. There is no statewide plumber, master plumber, journeyman plumber or plumbing-contractor licence, no state plumbing board, no state exam and no state fee schedule — and because New York has TWO occupational-licensing agencies rather than one, the negative has to be proved against both. The Department of State’s Division of Licensing Services says it “oversees the licensure, registration, and regulation of 35 occupations throughout the state” and enumerates every one of them across four groups: beauty enhancement, real estate, security and secured services, and a miscellaneous group (notary, athlete agent, pet cemetery and crematorium, telemarketer, central dispatch, ticket reseller, hearing aid dispenser, bedding manufacturer and refurbisher, durable juvenile product manufacturer, automobile broker, health clubs). The State Education Department’s Office of the Professions — the agency that licenses professions under Title VIII of the Education Law — publishes an index of 36 licensed professions from acupuncture to veterinary medicine. Plumbing is on neither list, and neither is electrical work or HVAC. What New York does impose statewide is a TECHNICAL code, not a credential: the Plumbing Code of New York State, which local building departments enforce. New York City is the exception even there, operating its own Construction Codes, including the New York City Plumbing Code and Fuel Gas Code.
So the licence you actually need comes from a city or a county — and in New York City, which is where most of the demand is, it is a serious credential. NYC Administrative Code §28-408.1 makes it unlawful “[t]o perform plumbing work unless such person is a licensed master plumber or working under the direct and continuing supervision of a licensed master plumber,” and separately unlawful to use the title master plumber without the licence. The Licensed Master Plumber licence is issued only to an individual (§28-408.4.6), and only one licence and seal per person (§28-408.4.7) — but it cannot be activated in isolation. The licence and seal issue “upon establishing a master plumbing business conforming to the requirements of this article” or on proof of employment with a city agency (§28-408.4.5), and §28-408.6 requires that at least 51 percent of the control and voting capital stock of a plumbing contractor business be owned by licensed master plumbers, that all plumbing or gas piping work be done by or under the licensee’s direct and continuing supervision, that the licensee be the person in charge, and that the workers be in the business’s direct employ. DOB states the practical consequence on its application page: you must be “an officer, partner or sole proprietor of a business/company, and the business must have a place of business in New York City that complies with all Zoning Code regulations.” The certificate of competence alone is not a licence to work: “[t]he holder of a certificate shall not be entitled to perform work or hold himself or herself out to perform work as a licensed master plumber until such seal has been obtained,” and a certificate holder may not contract for plumbing work “other than an employment agreement with a master plumber business or a city agency” (§28-408.4.3).
The route in is long, and it is measured in years within years. Section 28-408.3.1 gives five alternative experience routes: seven years within the last ten in the installation and the planning or design of plumbing systems under a licensed master plumber’s direct and continuing supervision, of which at least two years must be as a registered journeyman plumber; or a bachelor’s degree in mechanical engineering or appropriate engineering technology plus five years within the last seven, at least two of them in New York City; or being an architect or engineer with three years within the last five, at least one in New York City; or seven years within the last ten with at least two in installation and planning or design as a registered journeyman plumber, the balance available from maintenance, replacement and repair work on existing buildings while employed by a city agency under a city-agency master plumber supervisor; or plumbing-inspection employment credited at fifty percent, capped at two and a half years, with the balance of the seven years from supervised installation and design work. Armed-services time counts toward experience but “shall not exceed one-third of the time required.” Then two exams: a written multiple-choice exam on the NYC Construction Codes, rules and regulations, $585, no reference materials allowed, 70% to pass, results at the test site; and, only after passing it, a practical exam, $530, which must be passed within 24 months of the written notification. After the practical, one year to file the background application through DOB NOW: Licensing — mandatory since February 23, 2026, with no paper or walk-in alternative — and one year after approval to collect the licence card or the application closes as a denial and the whole process restarts.
The background application is where applications die. DOB “will deny” for incompleteness, and the required package includes a LIC62 physical examination form completed and stamped by a physician within the prior 90 days, an Experience Verification Form signed by every supervisor for the years claimed (DOB: an EVF “filled out by Human Resources or the applicant will not be accepted”), a Social Security detailed itemized earnings statement requested by company name for the claimed years, a photo ID, the Social Security card, and the latest pay stub or W-2 — everything signed and notarised within 90 days. Section 28-401.8 also requires the applicant to pay “the actual cost of conducting the background investigation,” and §28-401.8.1 requires fingerprinting not only of the applicant but of the sole proprietor, the general partners, and “the officers, principals, directors, and stockholders owning more than ten percent of the outstanding stock” — each of whom must also supply three passport-sized photographs — with the processing fee set by the state Division of Criminal Justice Services. A criminal record is not automatically disqualifying; the decision must be made under Correction Law articles 23 and 23-a. Insurance is a condition of issuance and renewal: a commercial general liability policy of $1,000,000 (1 RCNY §104-02 specifies “combined single limit per occurrence”), plus compliance with the workers’ compensation law and the disability benefits law.
The two credentials the crew holds are cheaper, and one of them is permanent. A JOURNEYMAN PLUMBER REGISTRATION costs $50, never expires and never renews (§28-409.3), and requires either five years of full-time plumbing work under a licensed master plumber’s direct and continuing supervision with at least one year in New York City, or completion of a New York State recognised training programme in plumbing. It confers no independent authority, and the card must say so: “This registration is NOT A LICENSE, and the holder is NOT AUTHORIZED TO PERFORM PLUMBING WORK in New York city except under the direct and continuing supervision of a licensed master plumber.” The other is the GAS WORK QUALIFICATION, required by Local Law 150 of 2016 of anyone performing gas work who is not a licensed master plumber. The FULL qualification never expires; the LIMITED one “shall expire five (5) years after issuance and may not be renewed or reissued” — an unusual and unforgiving rule, since the only way forward is to qualify fully, and the full routes each require having held the limited qualification for at least a year. The gas written exam is 50 questions in 2 hours at 70% to pass, and has been open-book since August 1, 2024, with the references supplied electronically at the test centre. The registration fee is $50, waived for a full qualification where the applicant is already a registered journeyman plumber or applies for both at once. Doing gas work without either credential is “a violation carrying a penalty of $5,000 pursuant to 1 RCNY § 102-01.”
Renewal in NYC is triennial and carries a real continuing-education requirement, which is easy to miss because the Code only permits one rather than imposing it. Licences “expire three (3) years from the date of issuance thereof, and may be renewed every three (3) years thereafter without examination” (§28-401.11), and the renewal application must be filed at least 30 but not more than 90 days before expiration (§28-401.12). The money, per DOB’s own renewal checklist: $150 licence plus $75 seal, “Total Renewal Fee = $225.00,” rising to $275 if 1-30 days late and $325 if more than 31 days late up to one year. The paperwork: a LIC62 physical examination form completed within 90 days, and an “Original 7-Hour Continuing Education Course Certificate of Completion” — the seven hours come from 1 RCNY §104-06(b)(7), which requires that “[d]uring the one (1) year immediately prior to renewal, the licensee must have successfully completed a Department-approved course that is at least seven (7) hours in length.”
Outside New York City the same shape recurs under different names, and it must be checked locality by locality. The CITY OF BUFFALO licenses Master Plumbers, Journeyman Plumbers and Journeyman Repair Plumbers through its Examining Board of Plumbers, requires 6,000 hours worked as a journeyman plumber in the employ of a licensed master plumber (“not working for yourself”) for the master licence, will credit master plumber licences from other municipalities as work experience, publishes its exam dates (Master Plumber on Saturday, October 17, 2026; Journeyman Plumber and Journeyman Repair Plumber on Tuesday, November 17, 2026), issues plumbing permits only to city-licensed master plumbers with a narrow carve-out for a resident owner who proves personal competence to work on their own home, requires master plumbers to re-register in person on the first day of each year or during the preceding December, and charges $50 to keep an unused certificate of competency active. SUFFOLK COUNTY’s Department of Consumer Affairs licenses Master Plumbers and Restricted Plumbers (and, separately, Backflow Testers). NASSAU COUNTY, next door, does not: its Department of Consumer Affairs licenses “home improvement,” and its published trade list — which runs from air conditioning and heating systems through sewer cleaners and well drilling — does not name plumbing, so in Nassau the town or city must be checked. Buffalo, Rochester, Syracuse, Yonkers and the rest of New York’s cities and towns each set their own rules, and nothing in this record should be read as covering a locality it does not name.
What it’s called
New York does not license plumbers at the state level; there is no New York State plumber’s licence, master plumber licence or plumbing-contractor licence to search for. A query for a “New York plumbing license” maps to a CITY or COUNTY credential. In New York City the credential is the LICENSED MASTER PLUMBER licence (LMP) issued by the Department of Buildings, which is a two-part credential — a certificate of competence plus a seal, and only the seal authorises work — and DOB requires the words “N.Y.C. licensed plumber” on business vehicles, advertising, websites and stationery. NYC’s other plumbing credentials are the JOURNEYMAN PLUMBER REGISTRATION (a registration, not a licence, and the card says so) and the GAS WORK QUALIFICATION, full or limited, which is what a non-licensee needs to touch gas. Adjacent but distinct is the MASTER FIRE SUPPRESSION PIPING CONTRACTOR licence (Class A, B or C), which expressly does not include plumbing work; NYC also issues separate Oil Burner Equipment Installer and High Pressure Boiler Operating Engineer licences that a mechanical job may require alongside the plumbing credential. Elsewhere in the state the names differ by locality: the City of Buffalo issues Master Plumber, Journeyman Plumber and Journeyman Repair Plumber licences through an Examining Board of Plumbers, and Suffolk County issues Master Plumber and Restricted Plumber licences through its Department of Consumer Affairs. “Master plumber license,” “LMP,” “plumber’s license,” “journeyman plumber license,” “plumbing contractor license” and “NYC plumbing license” are all used informally for these local credentials. The Plumbing Code of New York State is a technical code, not a licence, and holding no licence anywhere in New York does not exempt work from it.
Who does NOT need a license — exemptions
New York State licenses no plumbing occupation, so there is no state licence to be exempt from and no state exemption list exists. The operative carve-outs are the localities’, and in New York City they are found in Administrative Code Title 28 Chapter 4 rather than in a single exemptions section. THE PRINCIPAL CARVE-OUT IS SUPERVISION, and it is what makes almost every working plumber in the city lawful without a credential: §28-408.1 makes it unlawful “[t]o perform plumbing work unless such person is a licensed master plumber or working under the direct and continuing supervision of a licensed master plumber, except that a city employee who holds a master plumber license may only perform plumbing work on existing buildings in the course of his or her employment.” “Direct supervision” is defined narrowly in §28-401.3 as “[r]esponsible control exercised by a licensed individual over individuals performing the actual work of the licensee’s trade,” evidenced by the licensee’s signature and seal on required statements, applications and permits, and including “field inspection, supervision of job sites, and the maintenance of records of such supervision,” with the licensed individual — or, for gas work, a holder of a gas work qualification under article 423 — required to “be present at all times such trade work is conducted.” So the supervised worker is exempt from licensure, not from supervision. The journeyman plumber registration confers no wider authority: §28-409.4 requires the card to state that it “is NOT A LICENSE, and the holder is NOT AUTHORIZED TO PERFORM PLUMBING WORK in New York city except under the direct and continuing supervision of a licensed master plumber.” A CITY-AGENCY LICENSEE is exempted from the business requirement but confined in scope: under §28-408.4.5(2) a licence and seal may issue “upon demonstrating employment with a city agency,” and the licence must then state: “The bearer of this master plumber license is a government employee and as such is not authorized to engage in plumbing contract work outside of his/her government employment and within such government employment shall only engage in plumbing work on existing buildings.” A CERTIFICATE OF COMPETENCE HOLDER WITHOUT A SEAL is not exempt from anything — §28-408.4.3 bars such a person from performing work or holding themselves out as a licensed master plumber, and from entering “any contractual agreement to install or alter any plumbing, gas piping, or any piping system, other than an employment agreement with a master plumber business or a city agency.” THE GRANDFATHER EXCEPTION to the master plumber business rule is closed and dated: §28-408.6 requires 51-percent licensed-master-plumber ownership, subject to the “Exception: A company, corporation, partnership or other business association or its predecessor that was engaged in plumbing work prior to January 25, 1990 may continue to do so in any one or more of such business forms without complying with the foregoing, if (i) application was made to the department prior to July 25, 1990, and (ii) necessary evidence was furnished on or prior to January 25, 1991, that such company, corporation, partnership or other business association or its predecessor had employed an average of ten or more journeymen plumbers doing plumbing work for at least five days a week for a period of ten (10) years or more out of the twenty (20) years preceding July 25, 1990, provided, that such plumbing business continues to have all plumbing work conducted under the management and direct and continuing supervision of a licensed master plumber in the direct employ of such plumbing business and that such licensed master plumber is not otherwise interested in, associated with or employed by any other plumbing business operating in this city except as a joint venture in which such master plumber’s employer is one of the joint venturers.” The three deadlines in it have long passed, so no new business can enter through it. THE SUPERVISION EXCEPTION in §28-408.6.6 is narrow and easy to over-read: after requiring that “[t]he master plumber shall conduct his or her business to provide direct and continuing supervision in accordance with the provisions of this code,” it provides the “Exception: The provisions of this section shall not apply to minor alterations or ordinary repairs, as defined in this code, or to the installation or alteration of gas service piping and gas meter piping, including meters, valves, regulators or related equipment, when such work is to be performed, serviced and maintained by utility corporations subject to the jurisdiction of the New York state public service commission.” Note the scope words: it is an exception to the SUPERVISION section, not to the licence requirement in §28-408.1, and the utility half is limited to PSC-regulated utility corporations. GAS WORK has its own exemption on the same footing: after making unqualified gas work unlawful, Article 423 provides the “Exception: The provisions of this article shall not apply to gas work performed, serviced and maintained by utility corporations and subject to the jurisdiction of the New York state public service commission,” and §28-423.1 separately carves the periodic gas-piping inspections required under article 318 of chapter 3 out of the definition of “gas work” altogether. ONE PROCEDURAL EXEMPTION exists in the application process rather than the trade: §28-401.8.1(3) allows an applicant, in lieu of fingerprints, to submit “copies of submissions to any federal, state or local regulatory entity containing information comparable to that required by the department,” though the department may still require fingerprinting if what it receives is insufficient. OUTSIDE NEW YORK CITY the exemptions are whatever the locality writes. The City of Buffalo’s are stricter on the trade and looser on the homeowner: Buffalo forbids a master plumber from letting “any apprentice plumber, or unlicensed journeyman plumber, in their employ or otherwise under their supervision, [to] do plumbing work of any kind, including repairs and clearing stoppages of drains, unless said master plumber is physically present and taking an active part in said work,” while allowing that “[a] plumbing permit may be issued to an individual resident owner, who has proven to the satisfaction of the Commissioner of Permit and Inspection Services that they are personally qualified to perform such plumbing work within their own home.” No comparable homeowner carve-out from the licence requirement was found in NYC Administrative Code Chapter 4, and none is asserted here.
Where to get licensed
There is no New York State plumbing board to call, and no state application to file. Identify the city, and then the county, where the work will be performed, and go to that locality’s licensing authority.

Everything now runs through DOB NOW: Licensing (nyc.gov/dobnow) — Master Plumber applications have been online-only since February 23, 2026, and DOB “no longer accepts walk-in transactions or paper applications.” Sequence and budget: apply and pay for the WRITTEN exam ($585) through the License Exam Application/Payment function in the DOB NOW Public Portal, pass it (multiple choice on the NYC Construction Codes; no reference materials; 70% to pass; result at the test site), then apply separately for the PRACTICAL exam ($530) and pass it within 24 months of the written notification; then file the background application within one year of the practical notification with the LIC62 physical examination form (physician-completed and stamped within 90 days), the Experience Verification Form signed by every supervisor for the years claimed, a Social Security detailed itemized earnings statement run by company name, photo ID, Social Security card and latest pay stub or W-2 — all signed and notarised within 90 days — plus the business documents for your entity type and proof of general liability, workers’ compensation and disability insurance ($1,000,000 combined single limit per occurrence). Add the fingerprint processing fee set by the state Division of Criminal Justice Services (for you and for every principal, director, general partner and >10% shareholder, each with three passport-sized photographs), and the actual cost of the background investigation. Licence fee $200 plus a $50 seal; the term is 3 years, and renewal is $150 licence plus $75 seal ($225 total) with a 7-hour Department-approved continuing education course completed in the year before renewal and a fresh LIC62. File the renewal 30-90 days before expiration to avoid the late fee. If you will work as an employee rather than a licensee, apply instead for the JOURNEYMAN PLUMBER REGISTRATION ($50, never expires) — but note that the card itself states it is “NOT A LICENSE.” If you will touch gas at all, get a GAS WORK QUALIFICATION ($50; free for a full qualification if you are already a registered journeyman plumber or apply for both together): the exam is 50 questions in 2 hours at 70% to pass and has been open-book since August 1, 2024, and a LIMITED qualification expires five years after issuance and cannot be renewed or reissued, so plan the move to a full qualification early. IN NASSAU COUNTY: the county’s Department of Consumer Affairs licenses home improvement and does not publish a plumbing licence on its “Who Must Be Licensed” page, so contact the town or city (for example Hempstead, North Hempstead or Oyster Bay) where the work will be done. FOR ROCHESTER, SYRACUSE, YONKERS, WESTCHESTER COUNTY and every other New York locality not named above: this record does not cover them and the NYC or Buffalo pattern should not be assumed — contact that locality’s building department or licensing office directly.
EVERYWHERE IN NEW YORK: the technical standard is the Plumbing Code of New York State, enforced by the local building department, except in New York City, which enforces its own New York City Plumbing Code and Fuel Gas Code.
